The Rocky Mountain Asphalt User/Producer Group was formed in 1990, and the following goals were defined:

• Coordinate the field evaluation, validation, and implementation for the Strategic Highway Research Program (SHRP) Asphalt Research Products, and to facilitate the use of new and improved asphalt technologies.
• Promote the development and use of uniform specifications for cost-effective production of asphalt products.
• Promote the development and use of improved asphalt paving systems.
• Build and maintain a database of technical information for training, materials testing, and asphalt pavement construction.

To accomplish these objectives, the RMAUPG has established an organization consisting of state materials engineers, asphalt producers, aggregate producers, asphalt paving contractors, asphalt blenders/modifiers, local transportation agencies, consultants, universities, testing equipment manufacturers, industry associations, and federal agencies.
